very little flex, inconsistent size

Every time I order shorts, I order 2 pairs. The last three sets from UA have been inconsistent sizes - one pair is comfortable, the other is too tight. What happened to consistency/quality at UA? These particular shorts do not give much since they're woven. The tight pair is therefore not wearable. Disappointed by UA quality lately.
