Tough at top causing cuts and friction welts

Top of boot has shredded my ankle/calf in both legs despite wearing with thick socks the leather is tough, as is the stitching on elastic panels. Would probably be okay with skinny jeans, will have to wait for cuts to heal before wearing them again.
