...suspect they are not waterproof?

My wife bought these today. Suspect they are not water proof. Label says do not wash or immerse in water. But I think this is because of the electric lights. The uppers do not look waterproof or resistant to wet weather either. I'd say they look smart but not appropriate for toddlers in the usual UK weather. Otherwise they look great. Product review is not informative in this regard to waterproof. Please tell me if I am wrong? Going to return these. And look for something similar but with waterproof uppers.
