Not a bad purchase for the money, but I it is a bit unbalanced and not as stable as I would have liked or expected. I wouldn't say don't buy it, but we aware of the above when buying.

Any pan should have a flat base ...
No, I don't recommend this
not one that causes the pan to swing around on the hob even when that pan is cold, which is exactly what our new frying pan does. We have had several of these in the past and this is the first time we have experienced this.
